The Panel’s perspective
The proposal occupies land west of Park Farm at Hellingly. The 2022 review sequence focuses on reserved matters following an earlier refusal, bringing architecture, urban design and landscape into the same discussion. The reviewed scheme includes 35% affordable housing.

The design challenge
SDC M40 Campus brings the architectural and landscape challenges of a large data centre and energy campus into independent review.
The Panel’s perspective
The March 2026 review concerns three hyperscale data centre buildings and an associated energy centre on land between the M40 and A40. The scale of the buildings, the existing landfill landscape and the relationship to surrounding communities shape the design task.
The project’s next stage
The public planning record identifies the nationally significant infrastructure route under reference EN0110030. The July 2026 PINS log records the pre-application stage: an opportunity to consider the campus, its technical requirements and its setting while the proposal is developing.
Pre-application stage; no development consent order established
The Secretary of State issued a section 35 direction on 16 March 2026 to bring the proposal within the development-consent regime. That procedural direction is not planning permission. The checked Planning Inspectorate advice log is dated 21 July 2026 and identifies the pre-application stage.

The design challenge
At Thomas Hall, the design task combines new teaching spaces with the long-term use of a Grade II listed building and its landscape.
The Panel’s perspective
The November 2013 review examines a permanent campus, including access, early years accommodation, classroom buildings, the hall and historic gardens. Its focus is the relationship between a working school and the character of an established historic site.

The design challenge
Frederick House brings purpose-built student accommodation and shared facilities to a former employment site on Fulford Road.
The Panel’s perspective
The Panel reviews the student accommodation proposal in November 2019. The Council’s application describes six four-storey buildings with 368 bedrooms, a retained Guard House, shared facilities and associated landscape and infrastructure. The scale of the new buildings and the relationships with neighbouring homes are central to the planning context.
The project’s next stage
York’s Planning Committee resolves to approve the application in January 2020, subject to a legal agreement and conditions. The Guard House becomes the entrance and social focus of the completed community. The promoter’s current project account describes 365 units; the planning figures here retain the scope of the cited 2019 application.

The Panel’s perspective
Two reviews in 2016 consider the redevelopment of the former East Devon District Council offices. The design task brings together buildings of differing heights, shared spaces, a steeply changing landscape and neighbouring properties.

The January 2018 appeal decision explicitly identifies the Panel’s extensive comments as part of the design’s evolution. The Inspector assesses the resulting townscape, neighbour relationships and heritage effects before allowing the appeal. This case concerns the scheme decided at that appeal.
Independent scrutiny focuses on the proposal’s bulk and massing beside Taunton’s historic centre. The case distinguishes the scheme the Panel reviews from later revisions.

The Panel’s perspective
Three reviews during 2016 consider a proposal for a care home and assisted living apartments. The Panel consistently raises concerns over bulk and massing. Its role here is to test the proposal and identify design issues, rather than to provide an automatic endorsement.
The project’s next stage
The February 2017 officer report records subsequent reductions in height and changes to the upper floors. It also makes clear that the Panel does not review those final changes. The completed development shown here follows a later, significantly revised 2018 application.

The project’s next stage
Cherwell receives the full application in February 2024 and issues permission on 26 February 2026. The public application sets out the stadium, hotel, community facilities, commercial space and supporting infrastructure. This places the Panel’s November 2023 review before the formal submission.

Full application 15/00159/FUL follows the first review and is recorded as granted conditionally in the Council’s June 2015 committee papers. The later May 2017 review records the Panel’s continued involvement as the leisure project develops.

The public planning record identifies full application 16/00393/FUL and associated listed building consent 16/00394/LBC. A Council cabinet report confirms approval in June 2016, following the Panel’s two reviews in 2015. The completed project brings a nationally significant cultural brief into the heart of Plymouth.
